Ukrainian state institutions regulating subsoil use have become more transparent for businesses, and the rules for working with the state have become clearer. Volodymyr Lavrenchuk, Regional Director of NEQSOL Holding Ukraine, said this at the United by Mining forum.

“For the third year now, we have been witnessing growing and fairly high transparency in the work of Ukrainian state institutions regulating subsoil use. I am not an idealist, and I do not claim to know everything that goes on behind the scenes, but this is our overall impression from working with the State Property Fund and the institutions overseeing subsoil use. All the rules are transparent and clear,” he said.

According to Lavrenchuk, investors value the stability and predictability of rules more than their perfection. Businesses find it easier to work under imperfect but unchanging rules than to constantly adapt to new requirements.

Lavrenchuk also identified exports as one of the most sensitive issues for Ukrainian businesses.

“Exports are the most sensitive issue for us. Anything that helps the Ukrainian companies we own, or our partners, to stimulate or support exports is important,” he added.

According to an assessment by Ukraine’s Minister of Agrarian Policy and Food, Taras Vysotskyi, Ukraine could lose up to $10 billion because of the effective halt in maritime exports.
